It would be great if you could request building materials from your coop members and also from the City Market Dealer.

Yes, but is listed in the thread with the things that the Devs have ruled out, see here:

As it is a strategic time and ressource management game (long, slow, and not easy), buying them at the Dealer is also ruled out (my guess), even if not explicitly mentioned.

Почему бы не сделать бартер строительных материалов между членами кооператива/союза? У каждого скапливается большое количество какого-то одного материала, зато другой материал постоянно в дефиците. Либо сделайте настройки так, чтобы материалы появлялись пропорционально друг другу.

Why not make a barter of building materials between members of a cooperative / union? Each collects a large amount of some one material, but the other material is constantly in short supply. Or make the settings so that the materials appear in proportion to each other.

Exchanging materials with other players, even in co-op has been ruled out by the devs. See the link in my signature.

As for the extra material received, just sell all of them and keep just what you need. Take it as a coins income.
