Yes the co-op leader and his assistents can ban anyone from the co-op.

If you are the leader or co-leader click on the person's name , on the coop board. Then click the red 'kick' button. If you are only a member or an elder then you cannot do this so would suggest trying to find a new coop.
    Hope this helps.
    Good luck.

If you remove non players during regatta, does it hurt your score?

Hi Aralia, if they are not active, and they are opted in to race, they have already hurt your score, because you will not be able to make up that deficit. Therefore, you can remove them mid-race. If you think that they might return at any time before the race finishes, in the hope that they will do some tasks, you can remove them at the end of the race.

If you are in the wooden league, for each person not active and opted in, that is a minimum of 7 tasks that will not be completed and a possible point score of 945 (7 x 135) that you cannot make up. In the golden league it's a minimum of 15 tasks. If you multiply that by each member that should be racing and isn't, that's an awful lot of points that your co-op is losing out on.

There's more info on the Township wiki that may be of interest.

    Hope this helps.
