If a kicked player is replaced by a new player during IS, does the co-op goal target number change if the new player starts doing tasks?

Would the answer be dependent on whether the kicked player had started any tasks before they were kicked out?

Yes and yes, the goal increases every time a different member takes a task before the last stage (reward 5)
Sometimes kicking a player that has started, but not completed a task will avoid the total increasing.
