If you mean the human (sitting on a bench, accompanied by a cat and) who feeds a pigeon, I seem to recall he was even announced as "appearing by chance/casually".
I found out by chance, that he stays, if you use "his benches" only once.

yep, if you have several of these benches (forgot the name), and not in one place, you must search for him through your town each time.
Another thing how "they" keep you playing.

I like the deco, so I put all but one in storage.
