Unable to get Videos for cash in helicopter

I am unable to get videos that generate free cash of both kind under helicopter, that's comes every 1 hour. Kindly help.

I was told not offered to everyone. If you are given the video man count your blessings. Out of 12 member co-op only 3 of us get him. Only about 3\5 times a day not every hour anymore.
