Hi, i want to ask if its normal for a new player not being able to participate on the regata if no one restricted him/her I mean on a new regata not in one that has already started thanks in advance

Their own advanced setting, "Participate in Seasonal Regatta" controls that. If they haven't checked that setting, they cannot participate.
