You do not.
If you don't get all the CBS, eventually you'll hit a lower than max population cap, which will restrict you from being able to buy houses, expansions, factories... Once that happens, you can choose which CB to complete next, it's up to you.IMPORTANT: As a Township moderator, I only have power to maintain its forum.
