Level 353 have only 21 turns to beat it. That is not enough. It is impossible to clear the whole field in 21 turns

I watched the walkthrough's. I saw they 33 turns and 21. What's wrong with my game

When you view walkthroughs, make sure they are fairly recent. Do your search for FISHDOM 3 LEVEL ___ to insure you are seeing the correct version. When I looked for level 353, I saw only 21 moves.
