Empty zoo enclosures

Could it be that many TS zoos have a lot of empty enclosures due to shortage of gems?
It seems my zoo is going to look like that.
Maybe for years.

Nothing changed. The new zoo will also have a lot of empty enclosures. To fully populate an enclosure you need 85 cards, some of which are very difficult to obtain. So it‘s empty enclosures again.

For me it's much worse now. Think L&P3's zoo will end up looking like a building site. LOL I've 4 enclosures built with yellow hats showing. Previously I'd complete as soon as I could, and would never have more than 1. I prioritised the zoo

Now, I don't want to waste the building materials which are better used on CBs.

Way back, when L&P2 completed all enclosures, it was only at the higher levels, while waiting for materials or rarest gems I would have more than one yellow hat. Don't recall ever having more than than 2, perhaps 3. Definitely not 4 LOL

Main limiting factor on not having too many building sites for me will be coins cost.

Some while ago I thought my zoo would have a lot of empty enclosures.
Meanwhile it‘s completely different. No empty enclosures but six poor animals without an enclosure.
I wonder where the zoo keeps these animals (apart from showing them in the animal book)?

Zoos in real life often have Quarantine departments behind the scenes so I wouldn't worry about that.
Animals in quarantine don't take that much space so that is a positive thing
