Wow, I must really be missing something! I've stared and zoomed in, and I cannot figure out what you are talking about in reference to the "guy in the toga" LOL!

Haha I've just been doing exactly the same thing & can only see 16 people. I don't think the scarecrow should count, so my answer is 16
