There are occasionally boxes that pop up allowing you to purchase these with tcash.

Yes, I've been buying them whenever they showed up in the market.
You can buy them with t-cash (50% off or 65% off), sometimes you can even buy them with coins (depending on how they were offered). Sometimes they were bundled with other mysterious items (barn, CB, zoo tools), each item will cost you $5, so you will know how many tools you're going to get.
However, there's no barn tools for sale during the event, because all the "tools for sale" is substituted by "event tools".
