I have uninstalled and reinstalled but I still don’t have the Easter event. Game says I have the latest version. Please help.

It hasn't started yet. Look under your event's tab in the game,you'll see what's coming up soon there

Your Christmas decorations are controlled by you. You can change back to your previous decorations yourself whenever you want to, and any Christmas landscape options you've already bought or won are stored for you so you can also change back to them whenever you like:

As to why there's no Easter decorations available...I don't know.
