It is not an event. It is the new kind of decorations that ask for many items to finish. Like the old car showroom where you buy the building and every car separately. You will find these decorations under the tab that look like a puzzle piece. The cake is available at level 51.

If I had seen this before I started, I think I would have skipped it. I swear I kept going just to see how much crazier the requirements would get. Dinosaur land, which I just started tells you immediately what kind of a haul you are in for. For those who like an extra challenge, the buildable decorations definitely add that.
