I'd love to create lots of parks and beaches, but they look lifeless when people aren't walking around. Is there a way to have people. Perhaps these features could be in footpath choices. Or have 2 options. If you choose from footpaths you get people if you choose from where it is now you have no people.

I believe this is in the "frequently suggested ideas" sticky thread, current suggestion being some sort of transparent "floor" we could lay over grass/sand/etc.
Hopefully it's one the devs pick up on soon.
